This year, the Supreme Council adopted a package of legislations regulating citizenship, residence / discharge, internal migration and citizen registration. It was signed by the President and came into force. However, things are not the best way with their implementation. Evidence of this is repeated appeals of socially unprotected citizens who are denied registration (registration) for so-called "social addresses".

A week later, another workshop was held on the practical implementation of the Law "On the right of citizens of the PMR to freedom of movement, choice of place of residence and residence within the PMR". It was convened at the initiative of the relevant parliamentary committee on legislation and passed with the participation of representatives of state administrations of the cities of the republic, registration authorities directly responsible for implementing the provisions of this law.

Based on the results of the exchange of views, a decision was taken on the need to prepare a legislative initiative aimed at changing certain provisions of the law "On the right of citizens of the PMR to freedom of movement, choice of place of residence and residence within the PMR". It provides for the establishment of a specific term for temporary registration (three years) with the possibility of its repeated extension. An assessment criterion for the need for registration is the availability of property (real estate) for citizens.

As it was noted during the workshop, there were some issues of the technical plan in the implementation of the legal norms of this law. For example, how will there be an exchange of information on the availability of ownership between the registration authorities, state administrations of cities and districts, that is, law enforcement. Members of the working group decided to send an appeal to the government in order to assist them in the information exchange of documents. So that a citizen does not spend money and time for getting information, various documents, and on the basis of a personal application and data available in a common database, he could receive a registration.

The drafting and adoption of a new draft law, and subsequently its implementation, will allow Pridnestrovian people to enjoy the rights granted to them by the Constitution and the laws in force, including pensions, the right to choose a place of residence, and employment.
