Meeting of the Committee on Economic Policy, Budget and Finance was held. The deputies together with those invited considered a number of legislations that will be submitted to the next plenary sessions.
Thus, there are amendments to the Customs Code of the Pridnestrovian Moldavian Republic among the legislations. The legislative initiative of the Government of the Pridnestrovian Moldavian Republic proposes to improve the procedure for temporary import of vehicles in a special manner with the payment of a vignette fee. The law stipulates at present that when temporarily importing a vehicle into the territory of Pridnestrovie, the declarant and the individual to whom this vehicle was transferred must have the right to use it and supporting documents. However, such documents are not required in most foreign countries, as noted at a meeting of the relevant Committee by representatives of the Customs Committee of the Pridnestrovian Moldavian Republic. Therefore, situations often arise at checkpoints when documents confirming the right to use such vehicles are missing. This makes it impossible to temporarily import it in a special manner with the payment of a vignette fee. This is despite the fact that other conditions of temporary import established by law are observed.
The law-in-draft proposes to provide for the possibility of temporary import of a vehicle in a special manner without mandatory confirmation of the right to use the vehicle.
Deputies of the Committee on Economic Policy, Budget and Finance agreed with the initiative. It will be submitted for consideration by parliament in the first reading. Work on the law-in-draft will continue after that.
Another government initiative proposes to expand the audience covered by the program for teaching the basics of entrepreneurship for schoolchildren. "Support and Development of Entrepreneurship in the PMR" state target program for 2023-2027 provides training in the basics of starting own business only for 11th grade students. It is proposed to include students in grades 9-11 in it. It is also proposed to change the name of the course from "Basics of Starting Your Own Business" for schoolchildren to "Basics of Entrepreneurial Activity" and adjust the indicator for assessing the students' learning to make the performance indicators more realistic. The deputies asked clarifying questions.
This project is being implemented by the Chamber of Commerce and Industry of the Pridnestrovian Moldavian Republic as noted by the representative of the Ministry of Economic Development of the PMR. It is the Unified State Exam that carries out preliminary work and regularly announces the training course in schools. Everything depends on the wishes of the students and their parents.
The need to adjust the age limit for participants in this training program was discussed during the hearing of the Government's reports on the implementation of state programs. Then the parties agreed that it is necessary to provide the opportunity to gain knowledge in the field of starting your own business and entrepreneurship in general not only to school graduates, who are most often busy preparing for the Unified State Exam and admission. That is why students of grades 9-10 were included.
Deputies supported the initiative to amend "Support and Development of Entrepreneurship in the Pridnestrovian Moldavian Republic" state target program for 2023-2027 in two readings at once. The law-in-draft will be submitted to one of the next plenary sessions for consideration by parliamentarians.
