But the president vetoed it and returned for re-examination of the parliamentarians, proposing the creation of a special conciliation commission to settle the differences. It was stated in the justification for the veto that the President considers it appropriate to maintain the 50 per cent turnout. In this stage of parliamentary consideration received a proposal to limit to 40%. According to the official representative of the President, the Commission needs to develop a compromise that is in the range between 25% and 50%.
