The Government proposes to create a regulation on the procedure for conducting state control. There is currently a regulation on the implementation of state control by analogy with the regulation on the provision of public services in Russia. The regulation is a clearly defined algorithm of actions that contains the rights, obligations of regulatory bodies and controlled organizations, the course of the control event, and also clearly describes all the procedures.
The regulation for conducting control measures is created in order to streamline administrative procedures, eliminate excessive administrative actions, reduce the time required for certain procedures, and establish requirements for conducting control and supervisory measures, for violation of which an official may be held accountable. In addition, it is proposed to conduct separate administrative procedures in electronic form.
The committee members supported this initiative and will recommend to the Supreme Council to adopt the law-in-draft in two readings at once.
One of the initiatives of the deputies of the Committee for Development of Entrepreneurship and Industry relates to unscheduled control inspections. Since so far the obligation of tax authorities to conduct unscheduled inspections is enshrined only at the by-law level, it is proposed to establish this norm at the level of the law.
The Committee suggested defining a specific time period in the law, which should be verified as part of a planned control measure. As the current practice of scheduled inspections has shown that the audited period can be calculated in a decade. This, in turn, reduces tax revenues, and can also lead to financial and penalties.
The group of deputies of the committee proposed to give the right to individual entrepreneurs who work on a simplified taxation system to suspend and terminate the application of such a taxation system during the tax period, that is, until the end of the year. However, it will not be possible to switch from one taxation regime to another during the tax period.
The Committee for Development of Entrepreneurship and Industry supported the amendment of Deputy Yuri Kucherenko, which supplements the law "On licensing of certain types of activities". It is proposed to vest the post of Pridnestrovie state-owned enterprise with the right to issue money from personal bank cards in its branches. It is mainly about rural areas, where there are no branches of banks or automatic cash dispenser.
