The fall of the level of material security of citizens, raising tariffs for medical services cause complaints from citizens, especially pensioners and public sector employees. It becomes for many a problem to pay for the diagnostic and laboratory tests. Deputy of the Supreme Council Sergei Cheban proposed a method for partially resolving the situation. The legislative initiative, developed by the parliamentarian, states redirect part of the funds provided for the purchase of medical equipment, for additional funding for the research program of free citizens in state medical institutions. Funds for the purchase of new equipment are in the state budget and, as the practice of previous years, the average amount may be up to 50 million rubles. The legislator proposed to reallocate a few millions of this amount, thus helping those who needs it in the conduct of medical research.
The opinion of the relevant committee of deputies was divided. Parliamentarians - doctors with great experience in the medical institutions are convinced that public funds should be directed to the purchase of medical equipment.
Which issue is a priority - free research or the purchase of new medical equipment? Two deputies relevant committee did not support the concept of the law-in-draft during the voting. The author will defend his position in the plenary session.
The problem of personnel, from which often follows the other: the lack of professional forces citizens to go to another city to see a doctor, and the services to them, as non-resident, are already paid for was also raised during the committee meeting.
Deputies of the Profile committee reviewed another topical issue related to the accrual of retirement pension. The law "On State Pensions in PMR" found that citizens are entitled to a retirement pension when they comply with the conditions of payment of insurance premiums organizations in the Unified State Fund for Social Insurance. There are cases when a citizen often works in good faith, makes his future pension payments with accrued citizen held insurance premiums, but the organization is not listed in the Unified State Fund of Social Insurance. Thus, a citizen deprived of the right to an occupational pension.
Deputy Oleg Vasilaty drew attention to the problem. The parliamentarian proposed to amend the law "On State Pensions in PMR", according to which will be enshrined citizens' right to a retirement pension in case of wages and contributions to the corresponding insurance premium.
The law-in-draft proposes the wording prescribed in the current legislation, - "the conditions of payment of insurance premiums organizations in the Unified State Fund" - replace the words "the conditions of accrual and retention of premiums with payments to the benefit of their organizations".
Colleagues deputies of the relevant committee will recommend the proposed legislative initiative to the adoption in the first reading.
