Empowerment of Entrepreneurs

Комитет по экономической политике, бюджету и финансам

24.03.2022

Deputies considered a package of legislative initiatives that are designed to regulate the work of entrepreneurs in the course of the meeting of the Committee on Economic Policy, Budget and Finance. We are talking about all categories: self-employed, working under the patent taxation system, as well as those who work under the simplified system (including legal entities).

The entrepreneurs are from the "self-employed" category. There are about 250 such people throughout Pridnestrovie, the Committee members noted. The legislative initiative proposes to abolish the renewal of the self-employed certificate. It is valid for a maximum of three years now. The document will be valid indefinitely with timely payment according to the legislative initiative.

Amendments to the law offer the expansion of the rights of individual entrepreneurs.

The Supreme Council, noted in the course of the meeting of the Committee on Economic Policy, has repeatedly received appeals from citizens and legal entities that work on a simplified taxation system. If they did not have time to pay all the established social tax payments on time, they lost the right to work under this system.

All additions and changes to the laws on the work of entrepreneurs were recommended by the relevant Committee for adoption by the Supreme Council in two readings at once. Parliamentarians will consider them at one of the next plenary sessions.

As for the additions to the Law of the PMR “On income tax from individuals” the amendments were prepared at the request of agricultural producers of Pridnestrovie with a request to simplify the process of administering the taxation of incomes of seasonal workers. According to the initiative, the income tax for such workers hired under a fixed-term employment contract can be reduced from 15% to 8%, but only for those enterprises whose share of their own agricultural production is at least 60%. As the First Deputy Minister of Agriculture and Natural Resources of the PMR Oleg Diligul noted, such changes in the law will allow attracting from 800 to 1000 people to seasonal work annually. Basically, additional labor is needed for harvesting, for example, picking strawberries or apples. The law-in-draft will be submitted to the plenary session for discussion in the first reading.
