The Committee on Regional Policy, Local Government and Housing and Public Utilities considered the law-in-draft on amendments to the PMR Housing Code in the second reading. It is proposed at the initiative of the Government to expand the powers of the State Supervision Service of the Ministry of Justice, granting it the right to file a claim in court for the forced return of an unauthorizedly reconstructed premises to its previous state if the inspection reveals violations. The mechanism for influencing unscrupulous developers is reduced currently to issuing orders and initiating an administrative case in case of non-compliance.
The law-in-draft proposes to delineate the powers of executive bodies of state power to regulate housing relations and ensure the safety, proper maintenance and use of housing stock. Thus, the Ministry of Economic Development will be responsible for developing state policy and regulatory regulation in the sphere of housing legal relations. Those executive bodies of power that are responsible for ensuring the proper use, maintenance and safety of state housing stock facilities will be responsible for ensuring these facilities. Deputies of the Committee on Regional Policy, Local Government and Housing and Public Utilities have developed a number of amendments for the second reading and will recommend their colleagues to adopt the law-in-draft taking them into account at the plenary session in the second reading.
