The meeting began with the discussion of the draft resolution of the Supreme Council "On Recognition as a Framework Rule of Law in the Territory of the PMR of the Convention on the Rights of Persons with Disabilities dated December 13, 2006". According to the Deputy Pyotr Pasat, "about two hundred countries have already joined the basic convention adopted 11 years ago by the UN, including in 2012 - Russia. The document consists of 50 articles.
As the head of the commission of the Supreme Council for Foreign Policy and International Relations Galina Antyufeeva informed the colleagues there are more than 23 thousand citizens with disabilities in the republic, 1341 of which are children under 18 years old.
The Minister of Foreign Affairs Vitaly Ignatiev spoke to the members of the deputy commission about the state of affairs in the "5 + 2" negotiation process.
Vitaly Ignatiev highlighted those areas of cooperation with Moldovan and international partners, in which the progress was made during the talks. This is the telecommunications sphere, where the work of expert groups is organically complemented by the assistance of representatives of IT companies working in the Pridnestrovian and Moldavian markets; it is an opportunity to apostilize various documents, in particular, about education issued by the competent bodies of our republic. With regard to the latter aspect, the Moldavian side decided to change the current legislation, which is quite rare. The problem of the functioning of Moldavian schools in the territory of the PMR, where the training is conducted using Latin graphics, is also allowed. The question of the participation of Pridnestrovian transport in the international automobile movement remains one of the problematic ones. And although, based on the agreement reached by the parties to the negotiation process, as well as by the mediators, guarantors and observers at the meeting in Vienna in December 2017, it should have been settled in February, this did not happen. There are fundamental differences that have not yet been overcome. There is no significant progress in the issue of ending politically motivated criminal cases. The parties can not agree even on providing each other with their exhaustive lists.
Full-fledged work of the bridge near Bychok is included to the agenda. Thanks to the initiative of the PMR President Vadim Krasnoselsky, it was possible in December last year to resume traffic on it with a weight of up to 3.5 tons. Later, the permitted tonnage, after the conclusion on the state of the bridge, issued by Moldavian and Pridnestrovian specialists, was increased. It is necessary to conclude international technical experts in order to move on the bridge without restrictions on the mass.
The Pridnestrovian Foreign Ministry hopes that the visit to Moldova and Pridnestrovie by Russian Deputy Foreign Minister Grigory Karasin (March 20-21) and the special representative of the OSCE in the Moldo-Pridnestrovian settlement Franco Frattini (March 26-27) will give additional impetus to the talks.
There were also questions of the consequences of the changes made to the law on the citizenship of the Republic of Moldova, the implementation of the items of the plan of interaction between the Foreign Ministry and the Supreme Council for 2018 among discussed issues during the meeting of the parliamentary commission. Chairman of the Commission Galina Antyufeeva informed representatives of the foreign policy department and colleagues about the progress and results of the February visit of the parliamentary delegation to Moscow.
