The Committee deputies discussed a package of legislations aimed at regulating land relations arising in connection with the conclusion of loan agreements secured by collateral for rights to land plots. Amendments are proposed to be made to the Land and Civil Codes of the Pridnestrovian Moldavian Republic as well as to the Law of the Pridnestrovian Moldavian Republic “On Mortgage in the Pridnestrovian Moldavian Republic”.

Thus, it is proposed to prescribe in the Land Code of the Pridnestrovian Moldavian Republic that an agreement on the pledge of the right to use a land plot can be concluded not only with banks, but also directly with persons who are creditors of the land user. The price of pledged rights to a land plot is set not lower than the normative one at the same time. The Government of the Pridnestrovian Moldavian Republic will approve the procedure for calculating the standard price of rights to land plots, according to the legislation. The law-in-draft proposes to establish that if a depositor does not fulfill its obligations, the pledgee will have the right to foreclose on the subject of pledge. If the court decides to alienate the right to use or own a land plot, then this right can be exercised at public auction.

It is proposed in the Civil Code, in the PMR Law “On Mortgage in the Pridnestrovian Moldavian Republic”, to fix the procedure for determining the initial sale price of the right to a land plot pledged under mortgage agreements. The deputies of the Committee will recommend the package of legislations developed by the Government for adoption in the first reading at the plenary session.

The law-in-draft prepared by deputies of the relevant Committee Oleg Leontiev and Sergei Pisarenko was considered in the course of the meeting. The initiative of parliamentarians proposes to allow the purchase of equipment for servicing solid waste landfills at the expense of local (territorial) targeted budgetary environmental funds. The deputies of the relevant Committee will recommend the law-in-draft on amendments to the Law of the PMR “On Environmental Protection” for adoption at the plenary session in two readings at once.
