Regular meeting of the Committee on Regional Policy, Local Self-Government and Housing and Utilities took place. The parliamentarians considered amendments to the Civil and Housing Codes of the Pridnestrovian Moldavian Republic, as well as amendments to the Law of the Pridnestrovian Moldavian Republic "On local authorities, local self-government and state administration in the PMR".

As for local authorities, the Committee proposes to bring the legislation in line with the actual powers of the state administrations of cities and regions of the Pridnestrovian Moldavian Republic. The current law was adopted in 1994. However, its norms have not been corrected to the necessary extent and are simply outdated and require improvement. Although the legislative framework in the republic is gradually changing, work is underway to redistribute powers in various areas between state authorities. This work is often however reflected only in special laws or in by-laws. There is In addition a situation in which certain norms of the law do not correspond to the real state of affairs on the ground today.

It was noted in particular in the course of the meeting of the Committee on Regional Policy that according to the law “On Local Authorities, Local Self-Government and State Administration in the PMR”, the head of the state administration concludes agreements with officials on work on a contract basis. He also has the right to conclude employment contracts with those who apply for a position that is not part of the civil service according to the norms of the Labor Code at the same time. It is proposed in connection with this law-in-draft to consolidate the right of the head of state administration to conclude service contracts and employment contracts with employees. A number of powers are assigned to state administrations in the field of healthcare, housing, public utilities, trade services, transport and communications, in the economic, social, financial, defense and other areas of public management, which are currently under the jurisdiction of other executive authorities in the law “On local authorities, local self-government and state administration”. This entails the need to change or correct duplicate functions.

It is proposed by the law-in-draft to clarify the powers of the state administration in the field of budget and finance. In addition, to exclude a number of duplicating functions of supervision in the areas of housing and communal services, consumer protection, ecology, environmental protection, sanitary protection, labor protection, safety and land use between state administrations of cities and regions and the Ministry of Justice, the Ministry of Agriculture and Natural Resources. The law-in-draft concerns some other important changes, in the opinion of parliamentarians.

Deputies of the Committee on Regional Policy are preparing another package of legislations for consideration in the course of the plenary session in the first reading. We are talking about changes to the Civil, Housing Codes and the law "On drinking water supply in the PMR". Parliamentarians propose to fix at the legislative level the provisions according to which contracts for the provision of housing and communal services for the population should be of a public nature and can be concluded orally by performing conclusive actions. Deputies consider that will lead to a simplification of interaction between the population and organizations providing housing and communal services. It will allow getting away from the need to conclude written contracts. They will be saved for non-standard situations. For example, if it is necessary to reflect the features of the fulfillment by the parties of their obligations in the contract due to technological reasons.
