Adopted by the Supreme Council in the first reading and developed by the Government the concept of industrial policy of PMR 2015-2019 aimed at evaluate the state of the productive capacity of the state to identify priority spheres for the development of industry and to define the tools with which our plans will be implemented. The most important task, according to the explanatory note to the initiative is the achievement of stabilization and further development of the industrial sector and, consequently, improving the socio-economic conditions of the population. According to the developers of the document, the data on industrial situation in Pridnestrovie in 2011-2013 were used as analyzed base at its formation. 2014 and the first half of the year made joyless adjustments clear, but the goals that public authorities facing, remained the same. It should, at least, not to lose the existing production base - over hundreds of large enterprises and five times more small businesses working in 11 sub-sectors of the economy.

The priority areas of industrial policy, the government allocated to increase the investment attractiveness and increase innovation, the development of small and medium enterprises in the industrial sector, the promotion of foreign trade activities of industrial enterprises and improving their energy efficiency. The concept also provides for optimization of tax policy, increasing the level of employment in the industrial sector, the development of targeted programs for the development of the individual areas. Mechanic engineering, light industry, processing and food industry are in the foreground.

Parliamentarians, in turn, noted that the emphasis should be on ensuring economic security, components of which are import substitution, to support local producers and food security. Programs creation for the development of existing and creation of new industries, as well as the search for alternative ways to enter foreign markets seem promising for legislators. Particular attention in the early stages of work on the document was given to the importance of its practical content: many strategic documents, represented by the government indulge themselves in declarativity.

The Committee on the development of small, medium-sized businesses and industry during six months accumulates and analyzes incoming information. At the next session the parliamentarians voted for 11 amendments entering into the industrial policy concept of Pridnestrovie for the next five years. The program document was recommended for adoption in the second reading.

As a result, members of the Committee on development of small, medium-sized businesses and industry agreed that the adoption of the draft Concept of budget and tax policy PMR for 2016 and the medium term in the first reading is possible only with all reflected in the concluding observations of the Committee of the conceptual. This decision will be directed to the relevant Committee on Economic Policy, Budget and Finance.

To be honest, there was no discussion of committee on the fate of the next law-in-draft granting the right to bring into the territory of Pridnestrovie of cars, for more than ten years ago from the conveyor. Oleg Vasilaty proposed to establish a three-step gradation of the customs duties, depending on the age group of the car (up to 10 years, from 10 to 14 years and older than 14 years): the older foreign car is, the more expensive it will cost the owner of crossing the border it in our direction. This initiative was adopted by deputies in the first reading. It was assumed that those who were not satisfied with this edition will offer amendments. But they were not received. Government simply informed that have not changed the negative attitude to the idea of ​​open “gate” of the state for old car. Talking about improving the law-in-draft appeared to be lopsided. The Committee will recommend to the Plenary to adopt the initiative on amendments to the law "On Customs Tariff" in the author's edition in the second reading.
