The draft Resolutions on amnesty on the occasion of two anniversaries have been prepared for consideration in the second reading

The deputy corps will consider in the course of the upcoming plenary sessions in the second reading the draft Resolutions of the Supreme Council of the Pridnestrovian Moldavian Republic on amnesty on the occasion of two anniversaries – the 80th anniversary of the Victory in the Great Patriotic War and the 35th anniversary of the formation of the Pridnestrovian Moldavian Republic.

It is expected that the amnesty will be applied to those convicted for the first time or sentenced to imprisonment for crimes committed through negligence. Participants in military operations to protect the Pridnestrovian Moldavian Republic, pregnant women, women with minor children or disabled children, as well as disabled persons of groups I and II, and other categories of convicts will also be exempted from imprisonment.

The draft Resolution specifies at the same time the circle of convicts to whom the amnesty will not apply. Persons who have committed serious and especially serious crimes, as well as in cases of especially dangerous recidivism, will not be released early. The amnesty provisions will not apply to those who have committed intentional crimes in penal institutions or maliciously violate the regime of serving a sentence, as well as accused, defendants and convicts who have compensated the victims less than half of the total amount of damage.

The draft Resolutions on amnesty were developed by the parliamentary Committee on Legislation, Protection of Citizens' Rights and Freedoms on behalf of President Vadim Krasnoselsky. Deputies unanimously supported them in the first reading in the course of the plenary session on the 9th of April. The Committee on Legislation, Protection of Citizens' Rights and Freedoms and the Government of the Pridnestrovian Moldavian Republic prepared amendments for the second reading. The tables of amendments to be accepted and rejected were discussed today in the course of the meeting of the relevant Committee. Thus, the initial version of the draft Resolution on the procedure for applying the amnesty stipulated that after its entry into force, the norms contained in the resolution are subject to implementation within 8 months. The amendment developed by the Committee on Legislation, Protection of Citizens' Rights and Freedoms proposes to reduce the implementation period to 6 months. So that all citizens subject to amnesty can return home faster.
