The Draft Budget 2016 is ready for the second reading

Meetings and consultations with government officials on the proposed amendments and addendum to the draft budget-2016 are held almost every day. According to the head of profile committee Alexander Martynov, the work is rather constructively, and it yields results - a compromise, others withdrawn most of the amendments. There are a number of conceptual amendments that were considered by the Committee today. These include the amendment of the profile committee member Porfury Shkilnyuk.

Head of the Committee made an amendment, which relates to arrears of wages payment arising in 2015 to workers of budgetary sphere to the category of conceptual. It is proposed that the debt is considered as socially protected items, ie those funded on a priority basis. The amendment was supported by members of the Committee.

According to Alexander Martynov, the Committee adopted a significant part of the text of amendments. Earlier the legislators have determined in theI reading that within the framework of the law "On republican budget for 2016" Social Stabilization Fund will be created. It will accumulate additional income that could find in the work of the main financial law, in the I reading. It proceeds from privatization, the balance of the Road Fund, the profit of state enterprises, and the Savings Bank of PRB. This (as amended by Porfury Shkilnyuk) is more than 714 million rubles. They are further suggested to finance salaries of public sector employees and pensions.

Today more than 50 amendments and addendum to the second reading of the draft budget-2016 were considered. This week, the Committee plans to meet again to clarify all the remaining positions.
