Work in the Economic Policy Committee continues

Комитет по экономической политике, бюджету и финансам

08.06.2023

The Committee on Economic Policy, Budget and Finance continues its work. Parliamentarians considered a number of legislative initiatives in the course of today's meeting. For example, a package of legislative that regulate relations in the field of bankruptcy, as well as changes and additions to the current state program "Support and Development of Tourism for 2019-2026".

With regard to legal relations in the field of bankruptcy, the authors of the legislative initiative, parliamentarians Alexander Korshunov and Anton Onufrienko, consider that it is necessary to take certain measures at the legislative level in the republic that will speed up the repayment of debts. First of all, we are talking about wage arrears to employees of bankrupt enterprises. In particular, the deputies consider that it is necessary to establish a procedure for paying remuneration to arbitration managers that will stimulate the prompt consideration of bankruptcy cases, strengthen the sanctions established by the Criminal Code of the Pridnestrovian Moldavian Republic for crimes in the field of bankruptcy, as well as introduce new offenses and fix the mechanism at the legislative level repayment of creditors' claims for the debtor's obligations to the citizen for the payment of severance benefits and for the remuneration of persons working or who worked under an employment contract, for the payment of remuneration under copyright agreements, if the debtor is state or municipal unitary enterprises at the expense of the republican (municipal) budget with the subsequent seizure of property in favor of the state (city) and the right to compensation by way of recourse. The bankruptcy procedure is time-consuming and financially inefficient today. The bankruptcy estate is often spent before the queue of creditors is paid off as a result. In addition, there is currently no practical mechanism for preventing bankruptcy and detecting fictitious bankruptcy. The law-in-draft (taking into account the amendments) proposes to introduce a simplified procedure for processing documents for the property of a legal entity declared bankrupt, to expand the possibilities for publishing the necessary information in alternative sources, to specify the concepts of "current payments" and "intentional bankruptcy".

Another issue that was considered by the deputies of the Committee for Economic Policy, Budget and Finance at this meeting was changes to the state program for the development of tourism. It is proposed to adjust the amount of total funding, which is about 11 million rubles.
