Right instead of duties

The session of the Committee on Local Authorities, Local Government and Housing completed working week in parliament.

4 August 2016 expires the term, before which the tenants of apartment buildings of the republic had to decide how to control. By the way, since 2008, when the reform of housing and communal services began in the republic, the deadline was repeatedly postponed. That is why members of the profile parliamentary committee headed by Oleg Vasilaty decided to deal fundamentally with this problem.

The essence of parliamentary proposals is not to consolidate responsibilities, and providing residents the right to choose the method for managing multi-family apartment house. As they say, feel the difference. Tenants after granting the right may use or not use. In the first case, they are entitled to create homeowners, consumer co-operative and take control of their home. They also have the right to conclude an agreement for this with the management company. But even if they do not do, then their home will continue to be serviced by a management company, as it was before, that is, nothing will change. This rule is contained in Art. 135 of the Housing Code of PMR, which is an argument, and was given by the head of the Committee on Local Authorities, Local Government and Housing Oleg Vasilaty.

According to statistics, 484 tenants out of 1086 have decided that is 44% in Tiraspol and Dnestrovsk, 304 (38%) out of 791 in Bendery. Indicators in other cities are the following: Grigoriopol district - 16%, Slobodzeya district - 70%, Kamenka district - 14%, Rybnitsa district - 49%, Dubossary - 12%.

Last year, the specialists of the Ministry of regional development, transport and communication have intensified work on the holding of meetings with the tenants of apartment buildings of municipal property. They found out during the numerous problems of housing and communal services - aging housing stock, under-funding of capital and current repairs. Although in fairness it should be noted that in recent years in this regard, there have been positive changes that was mentioned by residents of cities and towns. It becomes more transparent as a process of spending of budget funds, and the funds paid by the tenants. This report is periodically to the operating companies, fewer complaints about their work. But it is necessary to state that unsatisfactory technical condition of the majority of apartment buildings is the main limiting factor, due to which tenants are not in a hurry with the shape determined by management.

The Committee in the course of the meeting considered a number of legislative initiatives designed by a deputy of the previous convocation, Anatoly Dirun. We are talking about several legislations with a long name - "On amendments to the Law of PMR "On some government measures aimed at improving the macro-economic and socio-economic stability of PMR". In particular, one of them is about validity period of the law during the crisis, to fix tariffs for services of natural monopolies at the level of March 2015. This proposal was unanimously approved by the deputies of the Committee.
