Russian TV channels often report cases of deceit of elderly people from those who enter into a care agreement with them in exchange for obtaining their living space. Such cases were also recorded in Pridnestrovie, law enforcement agencies are working on it. A group of deputies suggests at the legislative level to establish: such contracts can be concluded only with the consent of the social protection authorities. The colleagues on the profile committee disagree with this. Two legislations on this topic are recommended by the responsible committee for rejection.
In addition to this, Vice Speaker of the Parliament Galina Antyufeeva, who took part in the meeting of the Committee on Social Policy, proposed toughen the criminal punishment for such crimes.
The issue of regulating the payment of pensions or benefits to pensioners whose retirement age was approaching, but did not accumulate the length of service for its appointment, was debatable. Various options were proposed for social security for this category of citizens, including payments from the employment fund, from which the provision of unemployment benefits is financed. In this regard, Government representatives were informed about the acute shortage of both the employment fund and the Unified State Social Insurance Fund - there every kopeck is on the list. However, in any case, it is necessary to seek funds for the social security of such citizens, even their units. From what sources they should be taken, should be the subject of a joint discussion of the bodies of state power - executive and legislative.
The participants of the meeting expressed unanimous opinion regarding the prevention of violation of the rights of minors in cases where the accommodation in which they live is alienated. The state, in the person of the executive bodies, should stand guard over the rights of the child, including those contained in international documents. The parliamentarians expressed the wish at the legislative level to restore the powers of state administrations to issue permits for the sale of apartments (houses) in cases when the legitimate interests of the child are affected in the course of the transaction. Currently, this kind of permission is issued by the Ministry of Social Protection and Labor.
Protecting the interests of children is the base of the government's legislative initiative to amend the norms of the Marriage and Family Code. Amendments to this fundamental document are about toughening the requirements for the procedure for the adoption of orphans and children left without parental care by citizens of other states. Under the current legislation, social welfare agencies are obliged to monitor the fate of adopted children for another three years. It is clear that it is difficult to do this in case when children were taken to another state, and therefore it is proposed to increase the requirements for adoptive parents from among foreign citizens.
Deputies of the Parliamentary Committee for Social Policy, Health, Labor, Family and Childhood issues voted for changing the parameters of the republican budget this year. It is about lending disabled people - participants in the protection of Pridnestrovie, members of the same social organization. The allocated amount is 3 million rubles. The amount of loans varies from 5 to 70 thousand rubles, depending on the age of the borrower. The state has covered 14% of the loan rate. Deputies are to adopt amendments to the current law "On the Republican Budget", adjusting the parameters of its expenditures.
