Deputies during the next meeting of the Supreme Council Committee on Social Policy, Health, Labour, Family and Childhood focused mainly on the subject of pensions.
Parliamentarians Oleg Bayev, Galina Antyufeeva and their colleague from the previous convocation Anatoliy Belitchenko offered to modify certain provisions of the basic law "On State Pensions in PMR". This question is at the intersection of three spheres: economic, political, and social security. It is about working residents of six villages Dubasari district, which de facto is located on the territory of Pridnestrovie, but de jure under the jurisdiction of the Republic of Moldova. It was suggested to take into account their seniority for appointment and payment of pensions even though earned in part on the Moldovan enterprises.
The result of the exchange of views was the rejection of the legislative initiatives of colleagues.
Deputy of the last convocation Vyacheslav Tobukh at the time proposed the initiative to expand the list of categories of people who are subject to the provisions of the law "On social protection of war veterans". We are talking about the "children of war". Special law in the CIS is only valid in Ukraine. However, due to lack of funds in the budget of the neighboring country for the payment of this category of citizens miserable - 49 hryvnia per month, before it was even 7.
In the absence of legislative regulation of the existence of incentives for such categories as "children of war", in the Russian legal field, parliamentarian Ilya Vasilyev drew the attention of colleagues. At the same time he pointed out that, as pensioners, these citizens already enjoy the benefits provided by Pridnestrovian legislation. In addition to utilities, which are paid by them to the reduction factor, it is also a receipt after 75 years of allowances to their pensions at a rate of a minimum pension.
Representative of the relevant agencies of executive power told about desire to raise the status of a public organization uniting people born in the period from 1941 to 1945. According to Oleg Fedotov, this category of citizens today includes more than 20 thousand people in the republic.
The Council of People's Deputies of Grigoriopol district and the city of Grigoriopol made a legislative initiative for the release from a local collection of combatants for the protection of PMR, as well as members of other armed conflicts. At the time it is paid by individuals, the size - 5 of the minimum wage, which amounts a little bit more than 55 rubles. Collected mainly in the rural areas money is spent on their improvement and maintenance of infrastructure.
Expressed support for the legislative initiative of the Committee members, however, supposed that the provision of the benefits in full will significantly reduce revenues to local, and subsidized budgets. Then a compromise solution was worked out and adopted - the payments of these categories of people should be reduced by half.
The deputies of the Parliamentary Committee on Social Policy supported the Government's proposal to grant legal entities in EGFSS report not once a year, as before, but twice.
