Deputies of the parliamentary committee on economic policy, budget and finance were engaged in discussion of anti-crisis measures at today's meeting. Let’s remember that this week, on Monday they have already discussed the law-in-draft "On some additional government measures aimed at minimizing the negative impact of external economic factors". The President has sent to parliament in legislative emergency mode.

At the same time last year, the Supreme Council adopted the law-in-draft "On additional measures to stabilize the economy of the republic" in the first reading. Deputy chairman of the parliamentary committee, Alexander Korshunov and Peter Pasat are the authors. A large number of amendments of the draft anti-crisis nature of the law were received to the second reading. They are now considered by legislators in conjunction with representatives of the Government, the State Customs Committee, ministries and departments, and the main thing - the real economy, which represented the interests of the Union of Industrialists, Agrarians and Entrepreneurs.

The essence of the amendments was to support the domestic manufacturing sector. The conclusion that industries need an ambulance, based on numerous internal and external factors that negatively affect their work, the preservation of employment and contributions to the budget and extrabudgetary funds. The purpose of anti-crisis measures – is to save still working in the republic enterprises, jobs, tax payments for the implementation of the state social obligations of the state to its citizens.

Among the proposed measures there are - exemption from income tax for a period of five years of start-ups (while all the other taxes they pay); halving tax rates on income for businesses shoe, garment and chemical industries (under two conditions - not to pay dividends, the profits to reinvest in production); decrease in tax rate from 2 to 1.5 for companies working on tolling scheme (this is basically the same clothing makers and Shoemakers).

Indulgences are expected to microenterprises (up to 15 employees), switched to the simplified taxation system. By the way, their number increased last year from 270 to 350. It was proposed to provide financial statements on a quarterly basis, and once a year; exemption from providing the statistical and environmental reporting.

Economic agents have clearly liked another proposal - to recognize the republic certificates for goods produced in the CIS countries, issued in these states. However, as noted by participant in the work of the Committee on Economy Deputy Efimy Koval, a vicious practice, when economic agents are forced for the issuance of a certificate for a particular product to pay not the state structure, but non-profit partnership.

Deputies of the Supreme Council of the Committee on Economic Policy Budget and Finance unanimously voted for amendment that introduces a special tax regime for exporting companies. Its essence consists in the payment of income tax and property tax for legal entities (they are the basis of so-called classical tax system). The taxpayer has the right to choose for yourself - use this mode or not.
