School meals and military training

The law-in-draft was submitted to the Supreme Council in the mode of legislative necessity. The work of enterprises that prepare food for general education organizations was suspended due to the introduction of state of emergency on the territory of the Pridnestrovian Moldavian Republic in 2020. A significant part of the workers of these enterprises was sent to idle time. Downtime is payable under current law. The law provided for concessional lending for the payment of wages and charges, obligations for which were formed during the period of emergency and quarantine to support these organizations. The loans had to be repaid by June 30, 2021.

The epidemiological situation on the territory of our republic has not changed, restrictive measures continue in 2021. School meals were suspended until the end of the school year. A number of enterprises have not been able to repay their loans.

The Committee supported this initiative and will recommend the Supreme Council to adopt the law-in-draft in two readings at the next plenary session.

The deputies of the Committee on Economic Policy considered in the course of the meeting the law-in-draft with amendments to the law "On General Military Duty and Military Service". This applies to employees of organizations and enterprises who are called up for military training.

The law "On General Military Duty and Military Service" establishes that citizens during military training are exempted from work or study, while retaining their place of work or study. However, those who are called up for military training receive a salary in the amount provided for the corresponding categories of military personnel doing military service under the contract. The level of pay for contract soldiers is often significantly lower than the average earnings of those called up for military training.

Amendments to the law propose to keep the level of their average wages for employees of organizations or enterprises during military training. It is planned to pay wages during military training at the place of work at the expense of funds allocated for these purposes from the republican budget. The profile committee supported this legislative initiative and will recommend the Supreme Council to adopt the law-in-draft in two readings at once.
