Parliamentarians are working on the Budget Code

The first issue on the agenda was the adoption of the draft Budget Code of the Pridnestrovian Moldavian Republic in the first reading. The importance of adopting such a document in our republic has long been discussed. The PMR President Vadim Krasnoselsky noted in his message in January 2021 the need to approve the current norms of the budget legislation of the Pridnestrovian Moldavian Republic due to the fact that the current version of the Law "On the Budget System" is morally outdated and requires serious revision. The parliamentarians agreed with the PMR President on the need to transform and modernize the Pridnestrovian legislation, which will regulate all budgetary processes in the country. A special working group was created in the Supreme Council. It included representatives of the Parliament, the Accounts Chamber, the PMR Prosecutor's Office, and local authorities. Law-in-draft on the Budget Code of the PMR was developed together.

The parliamentarians noted in the course of the meeting of the Committee on Economic Policy that the law-in-draft turned out to be quite voluminous. It has already received opinions from all interested parties. In particular, comments from the Government of the Pridnestrovian Moldavian Republic. The parties agreed with the opinion of the Chairman of the Committee that all of them can be worked out as part of the preparation of the Budget Code for the second reading. Deputy Chairman of the Government of the Pridnestrovian Moldavian Republic for Legal Regulation and Interaction with State Authorities Stanislav Kasap noted that the Government is ready to work out all questions and comments on the law-in-draft together with parliamentarians. The deputies of the Committee adopted the draft Budget Code in the first reading and sent it for consideration at one of the next plenary meetings. It is planned that the Supreme Council will adopt the law-in-draft in the first reading before the end of the spring session.

With regard to changes in the republican budget and the budget of the Unified State Social Insurance Fund for the current year, the Government proposes to reduce the income and expenditure items of the republican budget. The decrease in income is due to the external economic and foreign policy situation as noted in the explanatory documents. Taking into account the forecasts for the development of the economy until the end of 2022, as well as in connection with the general unstable situation in the global economy and changes in macro indicators, the Government proposes to adjust some items of expenditure. In particular, we are talking about the Road Fund, capital investment funds, entrepreneurship development, youth support and others. The parliamentarians do not agree with some of the proposals. The legislations were submitted for discussion by the plenary session in the first reading.
