Deputies of the Committee on agriculture, transport and construction continue to work on the draft law on compulsory motor TPL insurance. Designed by them and adopted by the Supreme Council in the first reading the document needs serious revision - all participants of the held today workshop are sure.

At the moment, it received about ninety amendments. Some of them are unequivocally supported by all stakeholders, others were debatable. We talked about whether to enter into the legal environment, the concept of "average commissioner" what should be tariffs and benefits or not. Categories of persons to which they will apply were discussed. In addition, it is important to relate the size of the increase or decrease of the coefficients with the risk of the insured event. All the amendments related to the insurance relations of an international character require additional study. The fundamental question - who should set rates: the parliamentarians insist that it is the powers of the legislature, the government is on the fact that this decision level regulations adopted by the executive branch. The dot in the discussion of the size of the authorized capital of insurance companies was not put. There were sounded different opinions on this matter: from 300 thousand to a million dollars.

Efimy Koval, head of the responsible committee, organized the next stage of the discussion, the discussion of the law-in-draft, said that even after the adoption of the initiative on it will continue. The Committee will propose to colleagues to stay in the second reading mode, to be able to again deduct seriously edited document editors. His "resurfacing" is unlikely to end on this. According to Oleg Leontiev, Russian experience, which enjoys compulsory motor TPL insurance for 11 years, it confirms that there is no limit to perfection: the practice exposes more and more gaps that need to be addressed.
