Online public hearings and electronic document

Conducting public hearings in an online format is proposed to be consolidated at the legislative level. This initiative belongs to the Government. Public hearings had to be held online due to the spread of coronavirus infection. Deputies of the relevant committee consider that the online format of work has already proved its effectiveness. Conducting public hearings via the Internet will help save time and financial resources. The deputies of the committee considered the law-in-draft in the second reading and will recommend the Supreme Council to adopt it in the course of the plenary session.

The Committee on Education, Public Associations and Mass Media considered amendments to the law “On local public hearings in the administrative-territorial units of the PMR”. The law-in-draft proposes, when considering reports of local budgets of towns and districts of Pridnestrovie, annual reports on their implementation and issues submitted for hearings, to present them not only in writing, but also in the form of a presentation. A large amount of text and numbers is better perceived visually. According to the developers of the initiative, such an innovation will have a positive impact on the involvement of citizens in socially significant state processes. The committee will recommend the Supreme Council to adopt the law-in-draft in two readings at once.

Pridnestrovie continues the transition to electronic document management. More and more ministries and departments exchange documents among themselves over the network. However, there is no such thing as an “electronic image of a document” in the legal environment at the moment. A group of deputies of the relevant committee proposed to legislate that an electronic image of the document is a scanned copy of a paper document. Such a document will need to be certified with a simple or enhanced qualified electronic signature. The law-in-draft proposes to establish that the electronic image of the document will be created and used taking into account the requirements established by the Government. The Committee on Education, Public Associations and the Media will recommend to the parliamentary corps to adopt the law-in-draft in the final reading.
