It is proposed to postpone tax payments until the last day of the month following the month that quarantine restrictions are lifted. This applies to individual entrepreneurs who suspended their activities during the state of emergency, but have already resumed work. Relevant additions will be reflected in the law “On measures of state support in connection with the introduction of a state of emergency in 2020”. In addition, the law stipulates that tenants of state property whose work was suspended or prohibited during the period of the emergency will be able to extend the lease for one year without an open auction. Small and medium-sized enterprises, which were banned from working during the state of emergency, are invited to give the right to refuse to fulfill lease agreements unilaterally. This is in case if agreement is not reached with the landlord on the release or reduction of the rent for the period when a tenant did not carry out work.

The deputies of the Committee supported these proposals and will recommend to the Supreme Council to accept them in two readings at once.

All state control and supervision measures in Pridnestrovie will be brought to a single basis. The analysis of the control system operating in the republic showed a number of problems in the system of regulation of supervisory functions and their implementation. Many industries still apply the requirements developed in the USSR. Naturally, they do not meet the current level of development of the economy, science and technology. In addition, there is a redundancy of many requirements, when verifying compliance with which a subjective assessment often prevails. There is no single system for evaluating the effectiveness of measures taken to prevent violations of the law. Often controlled entities are not familiar with the full list of mandatory requirements and documents that must be presented during the audit.

The law will regulate the procedure for control in the construction and road sectors, labor protection and other areas of economic activity. The provisions will indicate the bodies exercising state control, cases of its conduct, the subject of control, rights and obligations of the inspector and the controlled entity.

The approval of the regulations will allow eliminating redundant actions, shortening the time period for the execution of certain procedures, establishing requirements for conducting control and supervisory measures, for violation of which an official may be held liable.

The committee will recommend that the Supreme Council adopt the law-in-draft in final reading.
