It is impossible to pay twice for the same thing

Deputies of the Supreme Council of the Committee On Agriculture, Transport, Construction, Natural Resources and the Environment gathered for the first this year meeting.

The first in the mode of legislative emergency was considered the law-in-draft initiated by the President, which is supposed to make amendments and addendum to the law "On the Road Fund". To understand the essence of the legislative initiatives it is necessary to go back a few years ago when deputies were offered significantly increase the rate of excise duties for imported fuel to the territory of the Republic. The deputies of the fifth convocation after lengthy debate agreed. There was a positive effect after changes in the existing norms of the legislation - volume of revenues from the excise tax to the budget increased. Later, however, a presidential decree on excise rates on imported fuel and lubricants were reduced slightly offsetting the effect of the measure. The tax from owners of vehicles from among individuals, the second - from individual entrepreneurs was withdrawn at the same time in the first year of these standards.

But now the President proposed to extend the application of the tax on vehicle owners who use them for commercial purposes. The very entrepreneurs without a legal entity are under it. According to the head of the parliamentary Committee on Agriculture, Transport, Construction, Natural Resources and Ecology Efimy Koval, in this case it is the collection of the tax for the same thing. Individual entrepreneur, buying gasoline for his own vehicle, regardless of whether it is for personal use or for business, pays the excise tax. And then he still has to pay the tax as the owner of the vehicle. Such innovations are available in the existing legislative framework.

Over the past few years, citizens have the right to land (share), as well as employees of state farms each year from the special fund, which is formed at the expense of shares carried out by the existing agricultural companies and peasant farmers paid compensation. However, the recent election campaign showed that there are many issues in this regard. In particular, it is not entitled to receive such compensation to teachers, doctors, nurses, local policeman who worked in Soviet collective farms (state farms), but then they were paid salaries from the corresponding regional institutions.

In the course of the meeting, it was decided by the responsible committee,  to discuss these issues in the format of a working group with the participation of representatives of the president and the government. As a basis for discussion of the proposal can be taken that during the election campaign has repeatedly voiced villagers - the remuneration of a share must be related to specific size (data) seniority. The principle should be as follows: less than fulfilled - compensation less, more -size compensation should be increased.

As a result, the legislations "On Making Amendment and Addendum to the Law "On state guarantees of citizens having the right to land (share), and employees of state-owned agricultural enterprises" and "On Amending the Law of PMR "On mutual assembly", deputies of the Committee decided to stay in the second reading.

Long and quite emotional debate has appeared on the draft national budget for 2016. This is due to the fact that the deficit of the public treasury for the current year is planned at 46%. Therefore, one of the main tasks, which should be solved both the president, the government and the Supreme Council, is the search for additional sources of revenue to cover the budget deficit, which according to the draft budget 2016, only socially protected items is 1.1 billion rubles.

4 Deputies of the Committee with one voice "against" suggestions in the presented opinion on the law-in-draft noted the need for its adoption in the first reading, taking into account the available comments.
