Deputies of the Committee considered and supported amendments to the Constitution, the Regulations of the Supreme Council and the Electoral Code, which relate to reducing a number of deputies of both the Supreme and local councils. In connection with these changes, the scheme of forming constituencies will also be improved. At the same time, cases of fragmentation of rural settlements into two districts will be minimized. Currently, the total number of deputies in Pridnestrovie is 1155 deputies. The size of the Supreme Council will decrease from 43 to 33 deputies. The committee will recommend to adopt these legislations in plenary in the final reading.

The deputies supported the law-in-draft “On free legal assistance in Pridnestrovian Moldavian Republic”. The initiator of the law-in-draft was the Committee on Legislation. Its goal is to create conditions for realization of the right of citizens to receive free qualified legal aid, to form a state system of free legal aid, and to promote the development of non-state free legal aid system. The adoption of this law-in-draft, in the opinion of the deputies of the Committee will create conditions for realization of the rights and freedoms of citizens, protect their legitimate interests, increase the level of social security, and ensure their access to justice.

Deputies of the Committee considered and supported the draft state program “Regulation of the number of neglected animals in Pridnestrovie” for 2019-2024. This law-in-draft was developed in order to replace the inefficient method of regulating a number of street animals with a scientifically based humane method of catching - sterilization - vaccination - returning to the habitat. The proposed method is aimed at maximally reducing a number of homeless animals in the republic, reducing the budget expenditures allocated annually to solve this problem, reducing the spread of rabies in the republic, as well as reducing social tensions associated with the proliferation and destruction of neglected animals. To implement this program, it is planned to organize a republican shelter and branches in the republic with temporary relocation points, mass sterilization and vaccination against rabies of homeless and domestic animals, legislative establishment of a system of penalties for irresponsible handling of pets, work on transferring homeless animals to new owners, as well as release into the habitat of adequate sterilized, vaccinated against rabies animals.

The deputies considered and supported amendments and additions to the law “On Income Tax on Individuals”. These changes are proposed due to the fact that amendments to the law “On State Youth Policy” are being considered by the Supreme Council. The law-in-draft proposes to establish that a group of citizens between the ages of 14 and 35 will be considered as youth. Now this age is up to 30 years. The law-in-draft has been amended, in accordance with which the age of at least one spouse in a young family is proposed to be increased to 35 years. This need arose due to the fact that in some professions, university graduates begin to work fully only by the age of 30. Young people who have reached 30 years of age do not currently receive a chance to benefit from state support in many programs for this reason.

Deputies discussed amendments and additions to the law “On local public hearings in the administrative and territorial units of the PMR”. The draft law proposes to consolidate the norm, according to which the holding of local public hearings on the construction and reconstruction of urban planning is optional.

The deputies of the Committee did not support this law-in-draft and will recommend to reject it at the next plenary meeting.
