Deputies of the Parliamentary Committee on Social Policy, Health, Labor, Family and Child Affairs considered legislations that deal with state pension provision for citizens. A number of changes are made to the relevant law. The legislation, drafted by the government was considered in the second reading mode. The document provides for the right to receive a second pension by widows and parents of deceased invalids who are participants in hostilities while protecting the PMR and in the territory of other states, regardless of the cause of their death.
Earlier, the deputies noted that the main goal of the legislative initiative is the social support of these categories of citizens. At the same time, during the discussion of the law-in-draft, the discussion raises the question of the appointment of a second pension to widows of deceased disabled people who have entered into a new marriage. Deputies gave an example of the legislation of the Russian Federation, in which this condition is stipulated. During today's meeting of the profile committee, Oleg Fedotov, Deputy Minister for Social Protection and Labor, explained the situation.
Deputies of the Committee discussed the amendment concerning the date of the new regulation coming into force. Since the law-in-draft requires a third reading, it is planned that the law will start working on August 1, 2018. The law-in-draft will be considered during the plenary session on June 20 in the second reading.
The law-in-draft, which provides for the payment of pensions to citizens residing in state or municipal social protection institutions and consisting of full state security, was also recommended by the deputies of the Committee for adoption in the second reading. The author, vice-speaker of the parliament Galina Antyufeeva, drew attention to the fact that currently this category of citizens in their hands is paid 20% of the minimum pension size by age, which is approximately 123 rubles. Numerous addresses of citizens testify to the fact that this is not enough. The deputy corps supported the concept of a legislative initiative to increase these payments by half. This will also affect children who live in social protection institutions and are on state or municipal security.
Another issue related to the calculation of pension benefits was considered at the request of the prosecutor's office. The supervisor asked for an interpretation of the rule of law, which regulates the record of seniority in the appointment of a pension. In particular, it was about the period when a citizen of the PMR received unemployment benefits and was on the labor exchange in another state. The parliamentarians gave an explanation that this time is not included in the work experience. On the contrary, if a citizen of the PMR worked for a period in another country, our pension legislation takes this into account. At the same time, the head of the responsible committee, Sergei Cheban, noted that the issues of interstate pension relations throughout the world are regulated by additional agreements between the countries.
