The Supreme Council received law-in-draft of the president to amend the law "About the Fund of the state reserve PMR" in the regime of legislative emergency. The author proposed to move from the limit fixed size of the loan amount, prescribed in the current legislation, to consolidate quarterly size limit that should be fixed legal act of the Government. This proposal is due to the depreciation of the Russian ruble. Previously, the upper limit of the loan in the amount of 12,250,000 Russian rubles is 510 thousand dollars, but today, taking into account the exchange rate, this amount decreased by almost three-fold in dollar terms.
Deputies considered the concept of the law-in-draft at the last committee meeting. Parliamentarians acknowledged the existence of the problem of devaluation of the Russian ruble, but offered to accept the law-in-draft as amended.
Another equally important issue - is drinking water supply villages and settlements. Inhabitants of many settlements of the republic are extremely interested in resolving the problem. In 2010, it has been approved at the legislative level by the five-year state program "Construction, repair and reconstruction of water supply systems of villages and towns". However, it turned out in practice that in some localities has been spent many times more planned funds to carry out the necessary work, and work in other villages were not even started.
Representatives of the relevant committee of the Ministry of Regional Development, Transport and Communications during the meeting were asked to approve the report on the implementation of the state program of water supply in 2014. Currently, the agency is working on the formation of a new government program, designed for 2017-2020. According to the official representative of the Ministry of Regional Development, the document is being developed jointly with the State Unitary Enterprise "Water supply and sanitation", state administrations of cities and districts, and local Councils of People's Deputies.
Lawmakers noted the importance of avoiding mistakes of past years of practice and insisted that in case of adoption of a new program for the next three years has been fully implemented.
