Deputies of the Committee on Legislation, Protection of Rights and Freedoms of Citizens considered legislations developed on the basis of citizens' appeals.

The first considered law-in-draft was developed by a group of deputies of the Committee. It is proposed to amend the Constitutional Law “On Citizenship of the PMR” to make it easier for children to obtain Pridnestrovian citizenship. A child living abroad will be able to obtain PMR citizenship if one of the parents applies to the passport department, according to the proposed standards. Deputies proposed eliminating the need to provide the consent of the second parent.

A parent who is not currently a citizen of the PMR, but wants to acquire citizenship together with the child will be able to apply for citizenship of a child. This law-in-draft has been amended by the Government, which eliminates the need to obtain the consent of the second parent if a child acquires citizenship together with another parent. The law-in-draft is scheduled to be considered in the course of the plenary meeting on the 15th of May.

The author of the second legislative initiative, prepared on the basis of citizens’ appeals, is the President Vadim Krasnoselsky. Standards in the field of migration and registration are being improved. The point is that if the address of a residential building changes (based on a decision of the local state administration), foreigners will not need to come to the migration service. Registration and deregistration at the place of residence (place of stay) of foreign citizens and stateless persons in this case will be carried out by the migration registration authorities themselves. It is proposed to establish the same norm in relation to citizens of the PMR, excluding their appearance at the registration authorities in the event of a change in the address of their place of residence or place of stay by decision of the state administration.

The amendments are being made to the laws “On migration registration of foreign citizens and stateless persons in the PMR” and “On the right of PMR citizens to freedom of movement, choice of place of stay and residence within the PMR”. The legislations will be considered in the first reading at one of the plenary meetings of the Supreme Council.
