The lion's share of the time of the next meeting of the Committee of the Supreme Council for the legislation, law enforcement, and protection of the rights and freedoms of citizens was assigned by deputies to adjustment of operating in the Republic of electoral legislation. This is extremely important in the context of preparations for the first time in the republic of a single day of voting. Elections of deputies of the Supreme Council and deputies of representative bodies of local government are scheduled for November 29 this year.
Discussion in the course of the meeting of the committee on legislation concerning the principle of formation of election commissions at various levels, as well as a proper quorum for the work of the Central Election Commission. Members of our Central Election Commission (except the chairman and secretary) work in this agency not on a permanent basis, which to some extent caused problems with its meetings, in contrast to the Russian. They can be carried out only on condition of presence of 2/3 members of the CEC. Legislative initiative of Deputy Grigory Dyachenko, according to the head of the Central Election Commission Elena Gorodetskaya, enshrines at the legislative level the duty to participate in the work of members of the CEC.
A new version of the Code of Administrative Offences came into force April 27 last year. Today, the Administrative Code is one year, but the document is modified dynamically. So this time to strengthen individual responsibility for the offense, the President issued the following law-in-draft. Innovations related to such areas as environmental and sanitary epidemiological, responsibility for disorderly conduct, a violation of fire safety rules, rallies (assembly), pickets, as well as unauthorized illegal entry into the territory of the fenced land on which the household of citizens, committed against their will person living in it.
Responsible Committee recommends colleagues deputies to adopt the law-in-draft in the first reading, based on the comments and suggestions. Official representatives of the president, representing the law-in-draft agreed with this approach.
Members of the Legislation Committee in the course of the meeting recommended deputies to consider the Report of the Commissioner for Human Rights in PMR for 2014 "On State of the observance and protection of the rights and freedoms of man and citizen in Pridnestrovian Moldavian Republic by authorities of state power and administration, local authorities, associations of citizens and organizations irrespective of their organizational and legal forms of ownership and their officials and the identified shortcomings in the legislation concerning the protection of the rights and freedoms of man and citizen ".
