Deputies of the Committee on Legislation, Law Enforcement, Protection of the Rights and Freedoms of Citizens continued to discuss the law-in-draft on candidates namesake. Let’s remember, the initiative was received from the deputies of the Supreme Council Yuri Sporish, Valery Kulakli, Alexander Korshunov and Gregory Dyachenko. The offer of parliamentarians is to ensure that if one and the same constituency nominated two or more candidate namesake any candidates whose names differ when writing a single letter, their personal photos must be put at the ballot. The document has passed the first reading. The head of parliamentary committee Galina Antyufeeva, supporting the idea of ​​raising awareness of the candidates proposed comprehensive approach to the mechanism of its implementation. Amendments, proposed for inclusion in the Electoral Code could jeopardize the principle of equality between candidates in the course of the meeting of the Committee. In addition, the law-in-draft will result in higher cost of printing of ballots according to preliminary estimates by 15%. Another fact that was designated by the Chairman of the Central Election Commission Elena Gorodetskaya relates to the period for making newsletters. According to the head of the CEC, the nomination period ends thirty days prior to Election Day. Bulletin text must be approved no later than twenty days before Election Day.

Parliamentary committee will send the document to consideration in the second reading by the deputies, who will take final decision.

Deputies of the Committee on Legislation discussed the initiative of the President to reduce the number of deputies of the Supreme Council from 43 to 35 people. The law-in-draft proposed to amend the Constitution, the Electoral Code and the law "On the Rules of the Supreme Council". According to the author, such a measure would reduce the cost of budgetary funds allocated for salaries of deputies and their assistants under the current situation in the republic, as well as on the conduct of the election - by reducing the number of electoral districts.

According to the parliamentarians, today reforms regarding expenditure optimization should be comprehensive and not only affect the representative authority, and executive bodies. Another important thing that drew the attention of the relevant committee, concerns the timing of the entry of this law-in-draft into force. Introduction of the document in the summer of this year, is inappropriate according to lawmakers. Members of the Committee will recommend colleagues to reject this law-in-draft.

The deputies did not support the law-in-draft of the President on the division of functions, powers and competences between the President of the Council of People's Deputies and the head of the village administration (village), the post which was offered to enter. The proposal would require the amendment to the Constitution and some legislative acts. According to one of the provisions of the law-in-draft, the head of state administration village (township) should be elected popularly by secret ballot. He has to be accountable to the head of state administration of the city, the region and the relevant Council in his activity.

Such reforms, according to deputies and representatives of the Council of People's Deputies of cities and regions in the context of the current situation in the republic are not aimed at saving money, but rather to increase costs. The introduction of a new post, such as the head of the village can also lead to dual power. Members of the Committee unanimously decided to recommend colleagues deputies to reject the document.
