A group of parliamentarians proposed amending the Constitution, strengthening the role and confirming the inviolability of the norms of the main Law of the state. The corresponding legislative initiative was considered during the meeting of the Supreme Council Committee on Legislation, Law Enforcement, Defense, Security, Peacekeeping, Protection of Citizens' Rights and Freedoms. The purpose of the law-in-draft is "to limit the Constitutional Court in resolving cases on the constitutionality of laws introducing amendments to the Constitution of Pridnestrovian Moldavian Republic" according to the explanatory note to the document.
The authors of the legislative initiative appeal to the fact that the basic law of the state independently ensures the protection of the enshrined norms, including prescribes the mechanism for their change. Meanwhile, the possibility of the Constitutional Court to challenge this mechanism can lead to precedent. Chairman of the responsible committee and the co-author of the law-in-draft Galina Antyufeeva cited the example of 2003 - the decision of the Constitutional Court, according to which the Prosecutor's Office did not have the status of a public authority. In the opinion of the vice-speaker, eventually, this partly led to a decrease in the role of the supervisory authority, its functions in protecting the rights and interests of citizens. In order to eliminate legislative contradictions, the relevant committee recommended adopting the law-in-draft in the first reading.
Deputies of the responsible committee considered the initiative "On Amending the Civil Code" sent to the Supreme Council by deputies of Dubossary and Dubossary District. In particular, they propose to exclude the norm, which prescribes the employer's opportunity to conclude an employment contract with the employee. According to Alexander Kolomytsev, contracts for personal hiring are concluded with more than 40% of employees in four large organizations of the Dubossary district.
Deputies of the responsible committee supported the legislative initiative. The head of the committee Galina Antyufeeva noted that the law should, first of all, provide social guarantees for working citizens. The representative of the Prosecutor's Office gave a positive assessment of the law-in-draft, emphasizing that citizens' appeals on this issue are from all over the republic.
Deputies in the third reading recommended the adoption of a package of legislations, aimed at combating corruption. Earlier, they provide for mechanisms to control the costs of officials, anti-corruption expertise of regulatory legal acts, as well as measures of responsibility for these unlawful acts.
