The Committee on Agro-Industrial Complex, Industry, Transport, Construction and Natural Resources considered in the course of regular meeting a number of legislations aimed at changing legislation in the field of ecology and land use. The authors of the legislative initiative to amend the law “On Environmental Protection” were deputies of the relevant committee. Public authorities could use up to 20% of the funds received by the Republican and Territorial Environmental Fund for the maintenance and development of the material and technical base if necessary. Parliamentarians consider this wrong.
The law-in-draft establishes that funds from the Republican Environmental Fund cannot be used to finance activities not directly related to environmental activities, including financing activities for the maintenance and development of the material and technical base of state authorities and management. The committee deputies supported the initiative of their colleagues; it will be recommended for adoption by the deputy corps in two readings at once at one of the next plenary meetings.
A package of legislations was considered in the course of the meeting of the Committee on Agro-Industrial Complex Issues in the first reading, which proposes to exempt for 3 years from paying land taxes and share taxes for enterprises and peasant farms that undertake the reclamation and return to agricultural use of lands where construction projects were previously located, brigades, field camps, greenhouses and greenhouses. The Government of the Pridnestrovian Moldavian Republic came up with law-in-draft that amends the laws “On Share Fee” and “On Payment for Land”. Currently, according to current legislation, a similar benefit is provided on plots of land after mining has been carried out for 7 years and after uprooting of perennial plantings for 5 years. The Land Redistribution Fund currently contains about 2000 hectares of land that require cultural and technical measures, such as clearing and leveling of plots, removal of trees and shrubs, dismantling of buildings, structures and other types of work.
The Committee supported the Government’s initiative; questions arose about monitoring the implementation of land reclamation work; work on the law-in-draft will continue.
