The Committee on Social Policy and Health today held its first meeting after the parliamentary recess. The agenda includes more than 30 issues related to the protection of social guarantees and labor rights of citizens, as well as the provision of information on the implementation of state targeted programs by responsible ministries and departments.
One of the legislations that the Social Policy Committee submitted for consideration by the Supreme Council in the second reading is amendments to the Labor Code. A number of parliamentarians initiated the establishment of a unified procedure and frequency of training, testing knowledge of labor protection. The procedure for training labor protection and testing knowledge of labor protection by employees, depending on the field of activity, is regulated by a number of by-laws at the moment. Different terms for extraordinary attestations on labor protection were spelled out.
The authors of the legislative initiative propose to make the norms unified by supplementing the relevant article of the PMR Labor Code. The changes should specify the frequency of training and testing knowledge of labor protection requirements by heads of organizations, specialists (engineering and technical workers), employees, and establish cases when it is not necessary to re-train and test knowledge of labor protection requirements when changing jobs.
As part of preparing the law-in-draft for the second reading, the social policy committee prepared amendments. They establish that heads of organizations and specialists should be trained in labor protection once every 5 years, employees of the organization – once every 3 years. At the same time, heads of organizations that are not associated with production and technological processes and high-risk work can be trained in labor protection in the form of self-training. Employees of these organizations are instructed on labor protection once a year.
