The agenda of the first meeting of the Committee on Social Policy and Health was rich – 15 legislations, most of which were discussed and considered in the first reading. The legislative initiative of deputies Sergey Cheban and Grigory Dyachenko “On Amendments to the Law of the Pridnestrovian Moldavian Republic “On State Pension Provision of Citizens in the Pridnestrovian Moldavian Republic” is among them, for example. It assumes the right of Pridnestrovians to apply to the social protection authorities for the appointment of a pension 3 months before the age of entitlement to a pension. This is due to the fact that while the pension is being processed, and this may take several months, if there are not enough documents, people cannot get the right to the benefits due to pensioners. Although the pension itself is paid to them from the moment the right to it arises.
The document will have to pass the first reading at the plenary session of the Supreme Council. The Committee notes that amendments may be made to the second reading.
The law-in-draft “On Amendments to the Law of the PMR “On Additional Guarantees for the Social Protection of Orphans and Children Left without Parental Care” was submitted for discussion by the deputies of the committee on social policy in the second reading. The authors are deputies of the Supreme Council Committee on legislation, protection of the rights and freedoms of citizens. The law-in-draft provides for the preservation of certain types of benefits for orphans and children left without parental care who studied at a hospital and were fully supported by the state, but went on leave to care for a child under 3 years old.
It is proposed to maintain a monthly food allowance, an annual allowance for the purchase of clothes, shoes and soft furnishings, a monthly allowance for pocket expenses, a stipend and a 50% reduction in utility bills. The Social Policy Committee recommends that the Supreme Council adopt the legislation in the second reading at the next plenary session. The law-in-draft will enter into force on March 1.
Among the legislations considered in the first reading is the state target program "Provision of housing for participants in hostilities to protect the Pridnestrovian Moldavian Republic for the period 2022-2031". Housing was provided to the defenders of the republic, but they were in the general preferential queue. 401 combatants for the protection of the Pridnestrovian Moldavian Republic need their own housing.
Funding in the state budget for the purchase of 41 apartments has already been provided for 2022. The duration of the state program is 10 years. In the near future, the Supreme Council will consider the bill in the first reading.
