The Committee on Agro-Industrial Complex held a regular meeting

Комитет по вопросам АПК, промышленности, транспорту, строительству и природным ресурсам

29.11.2024

The Committee on Agro-Industrial Complex, Transport and Industry held an online meeting. The agenda included about 10 legislations, some of which were developed by the Government, some by deputies of the Supreme Council of the Pridnestrovian Moldavian Republic.

Thus, the Government proposed to amend the law "On Road Safety", which proposes to establish that the criteria for classifying a section of a road as accident-hazardous are determined by the executive bodies of state power that are engaged in ensuring road safety and road management. It is planned that an effective mechanism will appear for identifying accident-hazardous sections of roads and the ability to take priority measures to eliminate the causes of accidents after the adoption of the law-in-draft. The legislation has already been adopted in the first reading.

The Committee on Agro-Industrial Complex and Transport has prepared a table of amendments for adoption for the second reading. It is proposed in particular to supplement Article 1 of the law-in-draft with a clause that legislatively enshrines the concept of "accident-hazardous section of the road" and determines that the procedure for identifying areas of concentration of road accidents is established by the Government. The Committee on Agro-Industrial Complex issues proposes to adopt amendments to the law "On certification of products and services" at a plenary session in two readings at once. The deputies propose to extend the validity of the provisions of the law until December 31, 2025, according to which, in the presence of a certificate the declaration of conformity and (or) other document from the CIS countries, including Ukraine and (or) the European Union, as well as European countries that are not members of the European Union, mandatory recognition (re-issuance) of the certificate and conformity mark and (or) other document by the authorized state authority of the PMR or an accredited organization for imported products (raw materials) (with the exception of medical and pharmaceutical products) subject to mandatory certification in the PMR is not required. The current regulation is extended until the end of 2025, according to which products (raw materials) manufactured and sold in Pridnestrovie and subject to mandatory certification do not require a mandatory certificate of conformity from an authorized state authority of the PMR or an accredited organization (with the exception of medical and pharmaceutical products) if the organization manufacturing these products has certified quality management systems and valid certificates of conformity for quality management systems and their registration in the State Register of Certified Quality Management Systems and Certificates of Conformity for Quality Management Systems. It is important that the manufacturer of the products (raw materials) comply with the frequency of tests to determine the conformity of the products (raw materials) with the safety requirements established by the current legislation of the republic. Amendments for adoption have been developed for the second reading.

These and other draft laws considered at the meeting of the Committee on Agro-Industrial Complex Issues will be submitted to the plenary session of the Supreme Council of the Pridnestrovian Moldavian Republic in the near future.
