16 important issues were included in the agenda of the first meeting of the Parliamentary Committee on Economic Policy, Budget and Finance of the final session of the 5th convocation of the Supreme Council.

The head of state in the regime of legislative necessity took the initiative of amending the law "On budget system". The essence of the proposal is to provide for the consideration of the Supreme Council of the draft national budget for next year up to the 1^st of December. Existing laws set a different deadline - until 10 September.

Oleg Vasilaty said that, despite the fact that the draft budget for next year and the planned period of 2017-2018 years in accordance with the rules of law to be submitted to the deputies in the period until September 10, still has not entered the Supreme Council.

Majority vote of the Committee's legislative initiative was rejected.

The need for thoughtful consideration of the draft national budget has been confirmed in the course of consideration of the second item on the agenda, which concerned changes in the current law "On republican budget for 2015 and the planning period of 2016-2017". Those who planned it, a mistake in the forecast volume of revenues to the Road Fund. In the first half of the year came to 25 million rubles more than planned. Executive authorities made a mistake in the calculation of the amount of excise duty, received by Road Fund. However, the road works on the eve of the 25th anniversary of the republic have been met. Now the Government has requested to amend the law on the national budget.

The topic of non-payment pensions and salaries in full to state employees has repeatedly been appeared during the meeting of the Supreme Council of the Committee for Economic Policy, Budget and Finance. The deputies, in particular, considered a package of legislations prepared by their counterpart Anatoly Dirun. The parliamentarian proposed in them to follow the example of 2014, to create a stabilization fund, and indicate the source of replenishment for the solution of the most important to date the social issues - payment of arrears of wages and pensions.

Most of the deputies of the Committee supported the initiative of colleagues Alexander Korshunov, who proposed to amend the law "On Excise Tax" aimed at replenishment of the republic. The Deputy, in particular, offers to levy excise duty on certain rates established by law with the tobacco industry. Currently, the rule of law is absent in the legislative environment.
