The changes to the Housing Code proposed by the PMR Government at the first meeting of the Committee on Regional Policy, Local Self-Government and Housing and Utilities were discussed by deputies in the first reading mode. The legislative initiative of the Government proposes to provide a place in the hostel for orphans and children left without parental care.
The state target program "Provision of housing for orphans, children left without parental care, persons from among orphans and children left without parental care" has been implemented in Pridnestrovie since 2018. There were 1188 orphans in the queue for housing, who have reached the age of majority and do not have their own square meters last year, according to the Ministry of Social Protection. However, it is not possible to quickly provide all orphans with their own housing due to the limited capacity of the housing stock in Pridnestrovie. A dormitory room will temporarily solve their housing problems according to the Government.
Deputies of the relevant Committee drew attention to the need to respect all the legal rights of such vulnerable categories of the population as orphans and children left without parental care. The parliamentarians proposed fixing the norm, according to which they will not lose the right to receive their own separate housing under the current state program, having received a place in a hostel.

All proposals in the form of amendments made at the meeting of the Committee will be taken into account when preparing it for the second reading If the draft law is adopted in the first reading.
The deputies of the Committee considered in the second reading mode the law-in-draft that proposes to fix at the level of law a system of interaction between local state administrations and the Ministry of Education of the PMR in the field of youth policy. The Youth Parliament under the PMR Supreme Council took part in the drafting of the law-in-draft. It was the young parliamentarians who were the first to pay attention to the fact that the current law does not contain a norm according to which local state administrations should assist the Ministry of Education in implementing local youth policy. Because of this, the interaction between the Department for Youth Policy of the Ministry of Education of the PMR and state administrations is at a low level today.
Having studied the problem, the young parliamentarians turned to the deputies of the Supreme Council with a request to fill the gap. Speaker of the Parliament Alexander Korshunov introduced the relevant draft law for consideration by the deputies. In November, the deputies unanimously supported it in the first reading. When preparing the bill for the second reading, an amendment was developed that clarifies the powers of state administrations in the field of youth policy. For example, state administrations can organize activities to work with youth in the territory of the respective district or city, as well as develop programs in the main areas of youth policy implementation in the field. Deputies of the profile committee supported the draft law and recommended it for adoption at the plenary session in the second final reading.
