The Budget 2023 amendments

Meeting of the Committee on Economic Policy was held. The parliamentarians together with those invited discussed amendments and additions to the law on the budget for the current year, as well as a package of legislations that relate to the importation of personal vehicles into the territory of the republic and the payment of a vignette fee for using roads.

A package of legislations submitted as a legislative initiative by parliamentarian Viktor Guzun to the Supreme Council of the Pridnestrovian Moldavian Republic provides for securing the possibility of the declarant transferring a vehicle of foreign registration, temporarily imported into the customs territory of the Pridnestrovian Moldavian Republic with the payment of a vignette fee, to another person without restrictions, while maintaining the validity of the confirmation certifying the payment of the fee – vignettes, and the possibility of extending the period of temporary importation of such a vehicle without the need to export it from the customs territory of the Pridnestrovian Moldavian Republic. Other changes are also planned. The author of the initiative proposes to allow the use of the car not only for personal purposes – such restrictions are in effect today, but also to allow transportation, industrial or commercial, of people or goods.

A vignette fee is paid for a specific individual who imports a car into the territory of the republic according to the current legislation. However, the author of the legislative initiative Viktor Guzun explained that the vignette fee is paid only for the passage of a car on the roads in most states. It does not depend on who is driving a car.

Parliamentarians who are members of the Committee on Economic Policy voted today for the adoption of a package of legislations in the second reading. The deputies will have to make a final decision on this issue in the course of one of the next plenary meetings.

With regard to the proposed adjustment of the 2023 budget law, the deputies together with those invited discussed the initiative of the PMR Government in the course of the meeting of the Committee. The law-in-draft was developed in connection with the need to approve the balances of budget funds established as of January 1, 2023, which are planned to be used to increase costs, including the creation of reserves. For example, an additional 47 thousand rubles will be received by a sports center for people with disabilities in the city of Dubossary. The funds are provided through the Ministry of Health for the purchase of specialized medical vehicles, the completion of equipping the operating room with the necessary modern equipment, the trauma department at the Republican Center for Mother and Child, and the purchase of equipment for the pediatric hospital there.

It is planned to increase funding for the Road Fund. The money should be used to finance the costs of the operation, maintenance and repair of street lighting networks of public roads, which are on the balance sheet of the Unified Electricity Distribution Grid.

The law-in-draft in addition provides for the financing of work under contracts concluded and not fully executed on the objects of the Capital Investment Fund approved for 2022. In particular, we are talking about the State Museum of Local History (as part of the Catherine Park in Tiraspol), the repair of the metropolitan municipal pre-school educational institution number 5 "Cinderella", the school number 17 in Bendery, the kindergarten number 26 in Bendery, the reconstruction of the boiler house in the Day Care Center for children with special needs in the village of Chobruchi, Dubossary central regional hospital and some other facilities. The law-in-draft provides for the allocation of part of the balances of the funds of the local budget of Tiraspol, formed as of January 1, 2023, to work within the framework of the Capital Investment Fund. It is planned this year to carry out work at the capital city stadium, in the dendrological park and in the municipal special correctional educational institution number 2, where children with special needs study.

It is planned in addition to allocate funds to finance the Program for the improvement and preservation of burial sites of Heroes of the Soviet Union, full holders of the Order of Glory and Memorials of Military Glory of the Great Patriotic War for 2023-2025.

The deputies of the Committee agreed with the concept of the submitted law-in-draft and supported its adoption in the first reading. The law-in-draft will be discussed at one of the plenary sessions.
