Amendments and additions to the Customs Code

Parliamentarians together with those invited during the meeting of the Committee on Economic Policy, Budget and Finance, discussed a number of legislations that will be submitted for consideration by deputies in the course of the plenary meeting in the first reading.

There is the legislative initiative of the Government, which was prepared at the request of the heads of state administrations of Pridnestrovie among them. These are changes and additions to the law “On the budget system in the PMR”.

Deputies of the Economic Policy Committee supported this initiative. The law-in-draft will be submitted in the near future to the plenary session for adoption in the first reading.

A representative of the Customs Committee told parliamentarians at the Committee meeting about the essence of another government initiative. We are talking about introducing amendments and additions to the Customs Code. They will affect those who conduct foreign economic activity.

The draft law proposes to exclude this norm from the Customs Code. Notification of the declaration of the customs procedure for processing in the customs territory and the customs procedure for processing for domestic consumption will be the declaration submitted by the participant in foreign economic activity, and the approval of the customs authority will be the release of goods in accordance with the declared customs procedure, the representative of the State Customs Committee added.

The period for processing goods is indicated in the notification and can be extended for 3 years when declaring a customs procedure for processing in the customs territory and 1 year when declaring a customs procedure for processing for domestic consumption. The submission of a customs declaration will be a statement by a participant in foreign economic activity of the deadline for the validity of the customs procedure since the law-in-draft proposes to use a customs declaration as a notification. The deadlines will remain unchanged.

It is planned by introducing amendments and additions to the Customs Code to simplify the procedure for applying the customs procedure for processing in the customs territory and the customs procedure for processing for domestic consumption.

The law-in-draft will be submitted to deputies for consideration in the course of one of the next plenary meetings in the first reading.
