Implementation of the state housing program for orphans and children without parental care in 2022

According to the state program it was planned in 2022 to purchase 42 residential premises in the amount of 9 million 123 thousand 600 rubles. They had to purchase 9 apartments in Tiraspol, in Bendery - 5, in Slobodzeya district and Slobodzeya - 11 residential premises, in Grigoriopol and Dubossary - 3 apartments or houses each, in Rybnitsa and the district - 9, in Kamenka - 2. The state program was completed by 93 %, 39 orphans received housing. There were several reasons for this, according to the report of the Ministry of Social Protection. Thus, the average cost of housing in the republic increased by 15-20%. Another factor was the current norm of 33 square meters per person living alone. In some cities, most of the secondary real estate market is made up of small-sized Stalin-era and Khrushchev-era buildings, which are not suitable for purchase. The cost of apartments is usually somewhat higher, since they have a large area (36.0-38.0 sq. m - one-room apartment) in nine-story buildings, these are usually newer housing and demand for these apartments exceeds supply. It was not possible for these reasons to purchase 1 apartment in Tiraspol and Dubossary.

The implementation of the program showed a positive result and 39 residential premises (apartments and residential buildings) were provided under social rental agreements to orphans and children left without parental care who are registered as in need of improved living conditions in general. The problem remains relevant. 1188 orphans and children left without parental care need housing as of January 1, 2022. So, 186 persons from among orphans and children left without parental care received apartments and houses during the operation of the state program since 2019. This topic is under constant control of the deputies.

The report submitted by the Government was considered in the course of the meeting of the relevant Committee of the Parliament. A draft resolution has been prepared. It will be considered and approved at the next plenary meeting.
