The parliamentary Committee on Local Authorities, Local Government and Housing has taken a positive decision on a number of legislative initiatives proposed by its leader Oleg Vasilaty. One of the legislations requires fixing in law the basic rule that the state and municipal unitary enterprises will be able to dispose of the net profit on the basis of its own statute only, otherwise prescribed in the law on the national budget. Parliamentarians agreed with the author of the amendment, who insists that, the profits of state unitary enterprises and municipal unitary enterprises are one of the sources of income of the state treasury. The initiative will be recommended to the adoption of the deputies in two readings.

Conversation regarding proposed changes to the law "On local government and public administration in Pridnestrovie" was held without discussion. The initiative was born on the basis of preparation of the official interpretation of the Committee. The Prosecutor's Office of the Republic requested clarification on what is meant by the terms "total number of elected deputies" and "the total number of deputies", appearing in different articles of the law. Parliamentarians after interpretation have found it necessary to clarify in the law itself. It was proposed to provide it, that "the quorum required for the solution of various issues related to the activities of local councils will be calculated on the number of local Council of Deputies, the established electoral law."The phrase "of the established number of deputies" will be applied uniformly throughout the text of the law.

The new for legal framework for Pridnestrovian document was proposed by Oleg Vasilaty, involved the creation of legal mechanisms by which will be governed by a single system of representative bodies of state power. The relevant law-in-draft established the conceptual apparatus, the general principles of the formation and the operation of the representative bodies, how they interact at the state and local level. Initiator of innovations expects that the elimination of existing gaps will increase the efficiency of public authorities and local self-government, and in addition, will reduce the cost of work on the preparation of standard-setting decisions and monitoring their implementation.

Representatives of town and district councils have some questions to the specific provisions of the law-in-draft. They held a detailed discussion of the preparation of the document for the second reading. At the initial stage the relevant committee will recommend to the deputies to support the initiative.

Another issue discussed by parliamentarians, relates directly to the Committee on Local Authorities, Local Government and Housing. There was a proposal to rename it into the Committee on the State and Regional Policy. Deputies consider that the name is easy to use and fully reflect the range of issues under the jurisdiction of the parliamentary unit.
