The Parliamentary Committee on Legislation, Law Enforcement, Defense, Security, Peacekeeping, and the Protection of Citizens' Rights and Freedoms, the legislative initiative of the head of the republic was considered, the purpose of which is to observe the principles of state policy in matters of providing higher professional education and the army. Young people who entered the university should be able to both serve and study. The author suggests granting the right to conscripts after the first year of study at the university for the duration of the service to go to a correspondence or evening form of training. In the opinion of the Committee's deputies, this is another step towards increasing the attractiveness of military duty.
There are exceptions to the law-in-draft. They concern future physicians: they are given the opportunity to postpone military service for the entire period of study, since correspondence or evening forms of study are not provided for them. According to parliamentarians, students of the medical faculty should serve in the army, but in a different order. Deputies also proposed to take into account not only state educational institutions, but all universities that received accreditation in Pridnestrovie.
Deputies of the Committee considered one more legislative initiative of the President concerning military service. It proposes to change the terms of the spring and autumn draft of those who are liable for military service. According to the representatives of the Ministry of Defense, the reduction of the spring period and, conversely, the increase in the autumn draft campaigns will help to harmonize the number of service conscripts in the course of the year. Parliamentarians, in turn, drew attention to the need to also take into account the interests of young people who are enrolled in higher education. The timing of admission to higher education and conscription should be correlated. The issues arising during the discussion of the law-in-draft will be coordinated within the framework of the working group, which will include deputies, representatives of both the Ministry of Defense and the Ministry of Education.
The author of the legislative initiative, Deputy Galina Antyufeeva proposed to supplement the Criminal Code with an article providing for responsibility for falsifying evidence in the administrative case. In the current version of the sanctions are provided for violations of the criminal and civil procedure. The Committee recommended that the legislative initiative be adopted in the first reading.
