Deputies of the committee considered amendments to the law “On Procurement in Pridnestrovie”. Earlier the law entered into force on January 1, 2020. However, until July 1, it applies only to a number of state organizations. This is the so-called pilot project. From July 1, all other organizations should also begin to be guided by the law “On Procurement in Pridnestrovie” in their work. For objective reasons that were caused by introduction of the state of emergency in the republic, the Government proposes to postpone the timing of the transition of other organizations to the new public procurement system by the beginning of 2021. In addition, it is proposed to increase the number of organizations that will be included in the pilot project and will be guided by this law until the end of 2020.
The proposed law-in-draft proposes to expand the list of cases that are not covered by the law “On Procurement in Pridnestrovie”, provide that for small purchases a customer does not need to conclude a contract with a supplier, expand cases where it is possible to make changes to procurement plans other norms. All these proposals were discussed at the committee and compromise solutions were found.
Deputies of the Committee for Development of Entrepreneurship and Industry considered amendments to the Resolution of the Supreme Council, which governs the spending of funds of the PMR State Reserve Fund, formed at the expense of gratuitous aid from the Russian Federation.
According to the current law, business entities in the agricultural sector that received loans from the State Reserve Fund, taking into account the onset of an emergency, can apply to the Fund for an extension of the loan repayment terms. In relation to small and medium-sized enterprises, such a norm is absent. The deputies of the committee proposed to give small and medium-sized businesses the same right.
In addition, deputies discussed amendments to the law "On measures of state support in connection with the introduction of a state of emergency in 2020" in the course of the meeting of the committee. It is proposed to continue the implementation and actions of state support measures under quarantine in order to minimize the negative consequences of the socio-economic sphere of life of the state and society.
All legislations considered by the Committee for Development of Entrepreneurship and Industry will be submitted to the next plenary meeting.
