Advisor to the Chairman of the Supreme Council for Economic Affairs, Alexander Martynov is one of the consultants - speaking at the meeting of the relevant committee, focused on the most important economic indicators, without which the application of any analysis whatsoever measures may not be life-saving, but disastrous. So GDP per capita in Pridnestrovie is about 2200 dollars. This means that the level of development of our economy is among the lowest in the CIS. Another unhappy facts: 100 pension recipients account for only 101 worker. At the same time 47% of the working population - state employees. The contribution of small business in the country's GDP is only 10-12%. According to experts, Pridnestrovie occupies 120th place in the international ranking of investment appeal. The tax burden on the economy is 34% of GDP, which is prohibitive for developing economies. This begs the question, why in this tax burden, the budget sorely deficient. According to Alexander Martynov, the root of the problem must be sought in the level of government spending. We planned expenditures in the amount of 40% of GDP, while economic theory and international practice suggests that this figure should not exceed 25%.
Alexander Martynov is sure that anti-crisis measures should be focused on GDP growth in the real economy and the optimization of public spending. It is necessary for this to improve the investment climate, structural reforms in the public sector, improve the quality of governance. The economist thinks that proposals regarding the growth of the tax burden, strengthening the administrative burden on businesses, the proposed restrictions entrepreneurship increase the already high risks of investing in the economy.
Introduced by the Supreme Council the parliamentary anti-crisis law-in-draft is intended to bring the economy out of stagnation of the republic, to stabilize the situation and to further improve it. The authors emphasize that the presented document – is not a dogma. Efforts on its improvement should be consolidated. During the meeting, the Committee heard specific suggestions from the business community. Executive Director of the Union of Industrialists Agrarians and Entrepreneurs of Pridnestrovie Vladimir Berkovich said that the law-in-draft emphasis on support for new businesses, in his opinion, should be directed towards the eye and existing businesses. Perhaps more attention should be paid by employers to job places increase, but also those who are trying to maintain existing ones, need assistance.
The idea repeatedly mentioned that the anti-crisis draft law should become a kind of magnet for innovation, or, on the contrary, time-tested ideas and experiences. The president's proposal to hold the building amnesty is entitled to recognition, perhaps in a somewhat modified form. Oleg Vasilaty informed that the person is ready to make an appropriate amendment. He also is preparing to block the anti-crisis proposals related to the construction industry. Members of the Committee on Small, Medium Business and Industry formed their ideas in the form of amendments. The authors expect a constructive dialogue. The document is open to improvement. It is recommended for adoption by the responsible committee in the first reading.
