The Committee on Legislation, which deals with issues of defense, security and peacekeeping in the new convocation, was involved in active legislative work. As noted by the Chairman of the Committee, the Vice-Speaker of the Parliament Galina Antyufeeva, within two months the deputies' attention will be focused on the adoption of the 2016 budget and anti-crisis measures. Amendments to the Criminal Code were also prepared. Parliamentary committees will continue to improve the current legislation on the basis of complaints of citizens in the sixth convocation. Modernization of the legislation is to improve the lives of people. Ways of handling themselves and the residents of the republic to the officials, the bodies of state power and local self-government should be easier. The vice-speaker said that such cooperation should also be carried out via the Internet in the age of advanced information technologies.

This legislative initiative was supported by the relevant committee in the first reading. It will determine the fate of the deputies.

Parliamentarians in the course of plenary session January 20 plan to consider the second reading of the draft decisions of the Supreme Council concerning the introduction of amendments adopted in the summer of last year, the act of amnesty. The essence of the amendments prepared by the prosecutor of the Republic, members of the Committee discussed in detail. It was about the necessity to adjust the rules that have caused difficulties in applying them in practice. The prosecutor's initiative was under consideration by the legislature in August last year. However, the blocking of the Supreme Council in the autumn of 2015 left a negative impression in its examination. Prosecutor proposes to extend its action for another three months to facilitate the application of amnesty.

There was a law-in-draft of a group of deputies of the Supreme Council "On introduction of amendments to the Constitution" in the agenda of the last meeting of the responsible committee. In the course of exchange of views on the subject the unity of the judiciary, ensuring the judiciary professional judges was discussed. Current legislation sets the age limit for appointment as judges of the Constitutional Court in 58 years. This limitation is not provided for judges of courts of general jurisdiction and arbitration courts. The law sets the age limit for these positions - 65 years.

The plans of the relevant committee also eliminate the age limit for appointment as judges of the Constitutional Court, the authority to make them permanent. This is due to shortage of professional judicial personnel. In this regard, Galina Antyufeeva noted the necessity for an integrated approach to improve the rules of judicial legislation, appropriate reforms.

The proposal to change the rules of the Constitution was supported by deputies of the responsible committee by majority vote.

A law-in-draft of the parliamentarian Oleg Vasilaty assuming responsibility for the establishment of extra-budgetary funds for the activities of state authorities and public administration was also approved for adoption in the first reading. The Deputy proposes to make a transparent system of distribution of financial resources coming in Pridnestrovie from outside the republic for free, bringing them to the national budget.

Oleg Vasilaty proposes to introduce penalties for such violations in the amount of 600 to 10 000 MW, with disqualification to hold office in state authority and administration for a period of one to three years.

Taking the comments into account the document will be considered in the first reading during the plenary.
