Remote exchange of information during the pandemic is more relevant than ever. Gradually, the Government agencies are mastering the electronic form of transferring documents. The Parliament is preparing for adoption the law-in-draft that allows courts to issue executive documents in electronic form in the second reading. Moreover, it must be signed with enhanced qualified electronic signature.
The PMR President Vadim Krasnoselsky proposed to introduce appropriate changes to the Criminal Procedure Code, the Civil Procedure Code, the Arbitration Procedure Code, the Code of Administrative Offenses and the Law “On Enforcement Proceedings”. The possibility of using a remote method of transferring documents is prescribed at the legislative level if there is a technical possibility. The court independently decides in what form to issue a writ of execution for debt collection: electronic or paper. The Committee on Legislation prepared the corresponding law-in-draft for consideration in the second reading.
At the same time, they will legislate the ability of citizens to submit an application in electronic form to the civil registry authorities. On the basis of such an electronic application, the time for the applicant will be determined when he can appear with the necessary documents at the registry office. The relevant committee prepared law-in-draft on amendments to the Law "On acts of civil status" for adoption in the second reading.
In addition, the Supreme Council is preparing for the adoption in the third reading of the amendments to the PMR Constitution. The authors of the law-in-draft were a group of parliamentarians who proposed to change the procedure for the formation of the institution of heads of state administrations of towns and districts. The document passed its second reading in the summer of last year. In the development of the proposed changes to the PMR Constitution, the deputies made appropriate adjustments to the Constitutional Law "On the Government of the PMR", to the PMR Law "On local authorities, local self-government and state administration in the PMR" and to the PMR Law "On acts of the PMR legislation".
The Legislative Committee recommends that the package of legislations proposed by the deputies be adopted in two readings at once. The legislations will be considered simultaneously with the adoption in the third reading of the main amendments to the PMR Constitution.
