The anti-crisis legislations

The Committee on Economic Policy after the adoption of the budget for the current year focused on the anti-crisis measures. Efforts to finalize the two legislations - "On some additional government measures aimed at minimizing the negative impact of external economic factors" (the author is the president) and "On additional measures to stabilize the economy of PMR" (made by deputies Alexander Korshunov and Peter Pasat). Both documents prepare for adoption in the second reading. Numerous amendments were discussed.

An interesting proposal came from the head of the profile committee. Alexander Martynov insists on the introduction of additional tax regime for exporting companies. It is expected that they will be given the opportunity to request, instead of tax on income of organizations to pay the totality of income taxes and property of legal entities. The amendment author drew attention of the meeting to the fact that the mechanism will not work overnight. Appropriate adjustments to other legislation are necessary. Some of them have already been discussed. There are adopted in the first reading initiatives. The head of the Union of Industrialists, Agrarians and Entrepreneurs Vladimir Berkovich said that there are companies who are willing to test the new system. The debate on these amendments was the final stage of the committee work on the law-in-draft. Decision on the initiative as a whole will be taken by deputies on Wednesday. The presidential anti-crisis law-in-draft expects the same procedure. Among the proposed amendments to it - the adjusted proposal for the transfer of state unitary enterprises accounts in Sberbank. Parliamentarians, unlike the government, suppose that the transfer procedure will not be problematic. In vain, according to deputies, and fears of economic development minister as to what Sberbank will not master such a large number of new customers.

They discussed deputies’ amendment to the provision of amnesty for late repatriation of the proceeds. Parliamentarians insist that the enterprises exporting electricity have to sell all foreign exchange earnings to the state reserve. In addition, prescribed obligation to provide additional reporting. Vladislav Tydva called this measure a response to the artificially created currency crisis in the republic.
