The Budget 2016

The most important issue on the agenda of the meeting of the Committee on Economic Policy, Budget and Finance – is a project of the main financial document of the year. The Supreme Council received the document, at least three-month delay - in December 2015. All this time, the Committee worked on the proposed revision. More than two hundred amendments were produced. Their goal - is as much as possible to achieve budget balance. In the author's edition (one of the 17 under consideration by the Government at the stage of development) deficit is almost equal to the revenue part and is 2.2 billion rubles. More than half of this amount (1.2 billion) – is payables for public sector wages. The government hopes to raise salaries by 3.6% in a year.

Amendments aimed primarily at increasing revenues designed to balance the budget at least in regard to the socio-protected articles of committee.

Parliamentarians insist on the creation of the stabilization fund. If the parliamentary amendments will be largely maintained, its size will be about half a billion rubles. The rest of the deficit is planned to cover tax deductions growth. In this case we are not talking about increasing the tax burden. Collection is expected to grow only by expanding the tax base. The Committee is working to eliminate the non-fitment in the law-in-draft. One of them is related to the fact that with the planned GDP growth is expected to drop in revenues.

Representatives of the Government, commenting on certain numbers that appear in the draft budget, have repeatedly stated that they are different from the actual figures. The parliamentarians in this regard focused on the fact that they repeatedly requested updated data, but the government has aggressively used the relevance indicators, including the size of the GDP - 13 billion rubles.

It was not possible to discuss all the amendments to the draft budget 2016 for one session. Work will continue tomorrow. On the court deputies bill will be submitted within two weeks.
