Additional funds for development

Deputies considered amendments and additions to the republican budget for this year, and also discussed the possibility of defining in the law a list of services that fall under the category of non-medical massage in the course of the meeting of the Committee on Economic Policy, Budget and Finance.

The Committee on Economic Policy, Budget and Finance in the course of the meeting approved the balances of the republican and local budgets as of January 1, 2022 in the first reading. Including target balances of the Road Fund, environmental funds, targeted collection for the improvement of village territories, for the maintenance and development of the social sphere, targeted collection of land surveyors, etc. These funds are now an additional source for the implementation of various targeted programs in 2022. So, for example, more than 7 million rubles from the remains of 2021 will be allocated to expand roads along Odesskaya Street, as well as along Pravda Street and a section of Karl Liebknecht Street (Borodinka) in Tiraspo within the framework of the Road Fund for this yearl.

Almost 19 million rubles additionally are planned to be sent to the Unified State Social Insurance Fund of the Pridnestrovian Moldavian Republic within the framework of amendments to the law on the budget. To reimburse expenses associated with additional payments for Russian pensioners who, due to the depreciation of the Russian ruble, suffered financial losses. The state is now providing them with material support and guarantees an additional payment to the level of the Pridnestrovian pension, which a person received before switching to the Russian one, taking into account its indexation during this time.

As for the amendments and additions to two laws at once – "Special Tax Regime –on Self-Employed Persons" and "Special Tax Regime – Patent Taxation System". At the suggestion of the PMR Government, it is proposed to clarify which types of massage are not medical and do not require secondary specialized and higher medical education and obtaining a license from a massage therapist. Currently, the tax authorities cannot independently distinguish between medical and non-medical types of massage. Therefore, the list will be included in the laws. It is about such services, for example, as a massage of the face, neck, hands and feet, cosmetic or vacuum massages according to the Committee on Economic Policy, as well as the Committee on Social Policy and Health. The deputies of the Committee on Economic Policy agreed with the proposal. Work on the document will be continued within the framework of the second reading, when the entire list of massage services, the implementation of which does not require obtaining an appropriate license, will be prepared for approval by the plenary session.
