The PMR Prosecutor's Office reviewed 4041 appeals, of which 856 were satisfied in 2024. The largest number of violations were related to human and civil rights and freedoms – 1059. The most common complaints remain about violations of labor legislation – 163, land legislation – 168, housing legislation – 144, health care issues – 28, civil proceedings – 134. A significant number of appeals are on investigation and inquiry issues – 1266. The statistics are presented in the report of the Prosecutor of the Pridnestrovian Moldavian Republic Anatoly Guretsky on the state of law and order in Pridnestrovie based on the results of 2024. In the course of supervision over the precise and uniform implementation of the Constitution of the Pridnestrovian Moldavian Republic and laws on the territory of the republic, 733 acts of prosecutorial response were prepared. The Prosecutor's report was reviewed at a meeting of the deputies of the Committee on Legislation, Protection of Citizens' Rights and Freedoms. For example, the Prosecutor's Office identified significant violations of labor legislation in the course of general supervision. 360 violations of citizens' labor rights were identified in 2024, which is twice as many as in 2023, when there were 179 such violations. Almost two-thirds of them are violations of the legislation on the registration of labor relations.
In addition, last year the number of violations in the field of wages increased significantly, the Prosecutor notes in the report. 215 decisions were made to collect debts on accrued but unpaid wages in the amount of over 2 million 758 thousand rubles, which is almost 11 times the amount of debt identified in 2023.
Anatoly Guretsky noted mass violations of the labor rights of employees of the 5 pockets chain of stores (Yumeter), when they were not paid child care benefits and other maternity benefits due to the fact that the company's management was under investigation. The Prosecutor sent legislations to the Supreme Council to correct the situation last year. The Parliament, taking into account a number of amendments, adopted changes to 5 laws so that employees could receive state social security benefits even if the organization does not have a manager.
18 legislations were adopted by the deputies of the Supreme Council, 7 legislative initiatives in the first reading of the initiatives submitted by the Prosecutor last year. For example, amendments were adopted clarifying the obligation of local deputies to inform the Council of People's Deputies about the work done with citizens' appeals before February 1, based on the prosecutor's inspection.
The Chairperson of the Committee on Legislation, Protection of Citizens' Rights and Freedoms Galina Antyufeeva emphasized the qualified level of participation of the Prosecutor's Office in the legislative process aimed at improving both the activities of the PMR Prosecutor's Office and legislation in order to protect the rights and legitimate interests of citizens.
The PMR Prosecutor Anatoly Guretsky noted in the course of the Committee meeting that all areas of the Prosecutor's Office's activities are important: this includes general supervision, supervision of the implementation of laws by bodies implementing operational-search activities, inquiry and preliminary investigation, supervision of the implementation of laws by bailiffs, and other areas. Anatoly Guretsky assured the deputies that the Prosecutor's Office's activities are carried out strictly within the framework of the current legislation.
